One payroll changes the math in a small county
Hertford County is a small market — roughly ~21,600 people as of HUD’s 2023 population figure, spread across a handful of towns and a lot of farm and timber land in North Carolina’s northeastern coastal plain. In a county that size, you don’t analyze the housing market by neighborhood the way you would in a city. You analyze it by paycheck. Where do the steady paychecks come from, how many of them are there, and what happens to housing demand if they go away? In Hertford County, the biggest single answer to that question sits on the Chowan River at Cofield, a few miles from Winton: the Nucor steel plate mill.
What the mill actually is
Nucor Steel Hertford County began operating in September 2000. It’s a plate mill — it melts recycled scrap steel and rolls it into heavy carbon steel plate, the kind of product that ends up in bridges, heavy equipment, offshore wind towers, armored vehicles, and Navy ships. This is not a branch office or a distribution center that can be relocated with a lease decision. It’s hundreds of millions of dollars of fixed plant on a deep-water river site, and it has now been running for a quarter century.
On jobs and pay: Nucor employs more than 500 people in Hertford County, and the company said in 2024 that production teammates at the mill average over six figures in annual compensation, with profit-sharing on top. Those are Nucor’s own figures, not mine — but even discounted for the fact that companies put their best numbers forward, the point stands. In a rural county where most work is farm, school, county government, or service jobs, a single employer writing several hundred manufacturing paychecks at that level is not one employer among many. It is the load-bearing wall of the local housing market.
One honest caveat: Nucor’s pay model famously includes production incentives and profit-sharing, which means take-home pay at the mill moves with steel markets. Good years are very good. Slower years are thinner. A mill household’s budget — and its appetite for a mortgage payment — flexes in a way a salaried hospital worker’s doesn’t. Keep that in mind when you hear averages.
What an anchor employer means when you go to sell
Resale liquidity — how fast you can sell, and to whom — is the quiet weakness of every thin rural market. An anchor employer partially fixes it. As long as the mill is hiring, there is a recurring stream of buyers and renters with verifiable income entering the county, which is exactly the pool your future buyer comes from. When you buy in Hertford County, part of what you’re buying is your position relative to that payroll.
The second anchor just got announced
In February 2026, the Governor’s office announced that US Forged Rings, Inc. — a privately held specialty steel manufacturer — will build a plant in Hertford County adjacent to the Nucor site, an investment of up to $875 million across three phases, with up to 625 new jobs projected from the first two phases. The company makes forged rings, shafts, cylinders, and large-diameter steel fabrications for power generation and industrial customers, and it has a strategic partnership with Nucor — which is a big part of why it picked this site. The state has also committed funding for a public dock on the Chowan River and an industrial access road to serve the area.
If it builds out as announced, this would be the largest economic development project in the county’s history, and it would roughly double the heavy-industry payroll clustered around Cofield and Winton.
Don’t buy a house on a press release
Announced jobs are not filled jobs. Reporting around the announcement put the first phase years out — toward the end of this decade — and large industrial projects slip, shrink, and occasionally die between the podium and the payroll. The honest way to treat the US Forged Rings news is as upside on top of a market that already works because of Nucor, not as the reason to buy. If the project lands on schedule, early buyers will look smart. If it slips, you still want to own a house that made sense without it.

Where the paychecks actually sleep
Here’s the part that matters for your search: the mill is at Cofield, but mill households don’t cluster at the plant gate. In a rural county, a 20–30 minute drive is a normal commute, which puts every town in Hertford County — Ahoskie, Murfreesboro, Winton — and a fair slice of the neighboring counties inside the commute shed. That cuts two ways. It means the mill’s housing demand is spread thin rather than concentrated into one hot zip code, so you shouldn’t expect a “mill premium” on any particular street. It also means nearly any sound house in the county can plausibly be resold or rented to someone drawing an industrial paycheck — which, for a market this size, is the whole ballgame.
