The six things to know

  • NC 1st Home Advantage Down Payment: $15,000 for eligible first-time buyers, military veterans, and buyers in targeted census tracts — a 0%, deferred second mortgage, forgiven 20% per year in years 11–15 and fully forgiven at year 15 (verified at nchfa.com, July 2026).
  • NC Home Advantage Mortgage: down payment assistance of up to 3% of the loan amount for a broader pool of first-time and move-up buyers, on the same 0%-deferred, years-11–15 forgiveness structure.
  • Community Partners Loan Pool (CPLP): up to 25% of the sales price, capped at $50,000, delivered through NCHFA's nonprofit and local-government partners for income-eligible buyers — a third, separate track from the two above.
  • Statewide eligibility basics as of July 2026: annual income of $158,000 or less, credit score of 640 or higher, primary residence in North Carolina, purchased through an NCHFA-participating lender — plus program sales-price limits, published on nchfa.com.
  • At Hertford County price points, $15,000 is frequently the entire down payment plus a meaningful share of closing costs — it can turn a paycheck-qualified renter into a buyer with very little cash saved.
  • NCHFA assistance stacks on top of a USDA, FHA, VA, or conventional first mortgage — it layers onto the loan programs covered elsewhere on this site, it doesn't replace them.

What NCHFA offers

The North Carolina Housing Finance Agency (NCHFA) runs programs that layer on top of a first mortgage rather than replacing it. As of a July 2026 review of nchfa.com, three matter for Hertford County buyers:

  • NC 1st Home Advantage Down Payment — $15,000. For eligible first-time buyers (you haven't owned a principal residence in the past three years), military veterans, and buyers purchasing in a targeted census tract. Structured as a 0%-interest, deferred second mortgage: no monthly payment, forgiven 20% per year at the end of years 11 through 15, completely forgiven at the end of year 15. Repayment is triggered only if you sell, refinance, or transfer the home before year 15.
  • NC Home Advantage Mortgage down payment assistance — up to 3% of the loan amount. The broader track, open to move-up buyers as well as first-timers, attached to an NC Home Advantage first mortgage. Same deferred-second, years-11–15 forgiveness structure.
  • Community Partners Loan Pool (CPLP) — up to 25% of the sales price, capped at $50,000. A further layer of assistance delivered through NCHFA's nonprofit and local-government partners, for income-eligible buyers working with a participating organization. Note the different calculation base from the other two programs: CPLP is a percentage of the sales price, not the loan amount. Availability depends on whether a partner organization is active in your area — terms, exact amounts, and eligibility are set program-by-program, so treat nchfa.com and the partner organization as the source, not this page.

One program that's gone: the MCC

Older guides mention NCHFA's Mortgage Credit Certificate (the NC Home Advantage Tax Credit) — an annual federal tax credit on mortgage interest. NCHFA announced the wind-down of new MCC issuance in early 2025 as its funding was exhausted. Currently suspended — NCHFA exhausted allocated funds around June 2025. The agency periodically receives new allocations that could restore it; confirm current status with NCHFA before advising a buyer to plan around it. Check nchfa.com for whether it has been revived.

These are three separate programs — a buyer qualifies for one, based on eligibility (first-time-buyer/veteran status, household income, or working with a specific partner agency), not on which number is larger. NC Home Advantage Mortgage and NC 1st Home Advantage are 0%, deferred second mortgages, not grants — repayment can become due under certain conditions, such as selling or refinancing. Community Partners Loan Pool terms are set by the partnering local agency. Confirm your household's exact eligibility and current terms with a participating lender.

Basic eligibility, as published

NCHFA's published statewide requirements for the NC Home Advantage Mortgage, as of July 2026: annual income of $158,000 or less, a credit score of 640 or higher, purchase of a home in North Carolina occupied as your principal residence within 60 days of closing, and financing through an NCHFA-participating lender (FHA, USDA, VA, or conventional first mortgage). The NC 1st Home Advantage $15,000 applies its own income and sales-price limits, published by county.

Check the current limits — don't trust a recap

Program amounts, income limits, and sales-price limits are set by NCHFA and change without notice — the figures above were verified against nchfa.com in July 2026 and can move. Before making decisions, pull the current numbers directly from NCHFA's program pages at nchfa.com/home-buyers, or have an NCHFA-participating lender run your exact scenario — including whether a specific Hertford County address sits in a targeted census tract, which can open the $15,000 program to non-first-time buyers.

Why $15,000 goes so far in Hertford County

In a high-cost metro, $15,000 is a fraction of a down payment. In Hertford County, where a large share of the inventory trades under $200,000, it can be the whole down payment with room left for closing costs. On a $160,000 FHA purchase, 3.5% down is $5,600 — barely a third of the assistance. Pair the $15,000 with a USDA zero-down first mortgage and it isn't covering the down payment at all — it's covering closing costs and prepaids, which can bring the cash needed at closing near zero for an income-qualified buyer. This pairing is the backbone of the First-Paycheck-to-First-House Stack.

Stacking NCHFA with your first mortgage

NCHFA assistance rides as a second mortgage behind a qualifying first mortgage — USDA Guaranteed, FHA, VA, or conventional. Whichever program fits your income and the property:

Frequently asked questions

How much down payment assistance does NCHFA offer?

Three tracks, verified at nchfa.com as of July 2026. The NC 1st Home Advantage Down Payment provides $15,000 for eligible first-time buyers (no home owned as a principal residence in the past three years), military veterans, and buyers purchasing in a targeted census tract. The standard NC Home Advantage Mortgage offers down payment assistance of up to 3% of the loan amount and is open to move-up buyers as well. The Community Partners Loan Pool offers up to 25% of the sales price, capped at $50,000, for income-eligible buyers working with a participating nonprofit or local-government partner. The first two are 0%-interest, deferred second mortgages with no monthly payment; CPLP terms are set by the partnering agency.

Do I have to repay the assistance?

Only if you leave early. Per NCHFA, repayment is required only if you sell, refinance, or transfer the home before year 15. The assistance is forgiven at 20% per year at the end of years 11 through 15, with complete forgiveness at the end of year 15. Stay put and it costs nothing.

What are the income and sales price limits?

As of July 2026, NCHFA's published statewide income cap for the NC Home Advantage Mortgage is $158,000 in annual income, with a minimum credit score of 640. The NC 1st Home Advantage program applies its own income and sales-price limits, which NCHFA publishes by county. Rather than trusting any third-party recap of those tables (including this one), check the current-limits pages at nchfa.com or ask an NCHFA-participating lender to run your scenario.

Can I combine NCHFA assistance with a USDA or FHA loan?

Yes — that's the design. The assistance rides as a second mortgage behind an NC Home Advantage first mortgage, which can be FHA, USDA, VA, or conventional. In Hertford County, the strongest common pairing for a first-time buyer is a USDA zero-down first mortgage plus the $15,000 covering closing costs — or an FHA first with the $15,000 covering the entire 3.5% down payment at local price points. See our USDA and FHA pages for the first-mortgage side.

What happened to the Mortgage Credit Certificate (MCC)?

NCHFA's MCC program — the NC Home Advantage Tax Credit, an annual federal tax credit on mortgage interest — announced its wind-down for new issuance in early 2025 as its funding was exhausted. Currently suspended — NCHFA exhausted allocated funds around June 2025. The agency periodically receives new allocations that could restore it; confirm current status with NCHFA before advising a buyer to plan around it. Verified as of 2026-08-16.
